Bill Kearney has 34 years of experience in the child and youth services field, ranging from direct services in juvenile corrections settings to planning and managing youth development programs.

As Vice President for WBKEARNEY & Associates, Bill provides a full range of planning, management, and training/technical assistance services to federal agencies and national, state, and local policy makers and service providers.

Previously Bill served as Vice President of Teen Services and Director of Delinquency Prevention for Boys and Girls Clubs of America, Director of the R.W. Brown Community Center in Philadelphia, Association Director of the National Criminal Justice Reference Service, Program Operations Analyst and Youth Employment Program Specialist for the New York State Division of Youth, and childcare worker for two juvenile treatment programs.

Bill Kearney has a Master’s Degree in Public Administration from the Rockefeller School of Public Affairs, State University of New York at Albany and a Bachelor of Science degree in Law Enforcement from the University of Scranton.
