Auditing & Assessment
We are fully equipped to provide program auditing and assessment services that focus on the organization operations, programming, staffing and service delivery systems.
Auditing and assessment services are customized based on the identified issue and desired outcome(s). We develop a comprehensive proposal based on the organization’s identified needs. This includes an off-site review of the organization’s policies and procedures, personnel policies, program and services, the agency’s outcomes and any other documents, materials and/or information considered to be pertinent to the assessment.
On-site consultation will include an initial meeting with the organization’s executive leadership team members, interviews with clients and staff, observation of program areas, treatment team meetings, management meetings, staff meetings, and any other meetings identified, review of records and any information identified as pertinent to audit/assessment. Within one week of the completion of the on-site assessment, we will provide the agency with a draft report of recommendations. Once the agency reviews the draft report, a final report will be generated within one week.

- Development of Written Materials
We have developed multiple documents (i.e. national guidelines, position statements, state service delivery human trafficking plan, issue briefs, articles, newsletters, policies and procedures, etc.) for a variety of organizations (i.e. Substance Abuse Mental Health Services Administration (SAMSHA), state governments, national organizations, non- and for-profit agencies, etc.) and are well experienced to manage and develop almost any writing project.
- Grant Writing
We specialize in grant writing for private non-profit organizations, public organizations, charitable organizations, tribes, educational institutions and other community-focused agencies. Most grants made available from private foundations and government funders are specifically targeted for non-profit organizations. We are fully prepared to assist organizations with obtaining grant funding and fulfilling their agency’s Vision. We have several consultants that have successfully written multiple grants. Executive Coaching
Our CEO and consultants offer executive coaching to CEOs and other executives, as well as to supervisory and management teams that are struggling with employee issues such as holding staff accountable, providing staff with effective and timely support, providing staff with ongoing professional development activities, retaining talented staff, motivating staff, effectively managing the environment and resources, etc.
Sessions are designed to identify issues, solve, and manage problems, and develop strategies to place executive team member(s) and organizations on the path to greater success.
Expert Witnessing
Sound policies, procedures, and practices are critical to the outcome of any case. We have assessed and audited numerous public and private agencies, and federally funded operations. As you already know, it is crucial to retain the right expert witness and consultant for your case. Our CEO has over 35 years of experience working and consulting with organizations providing residential services for children and youth, as well as working to reduce agencies’ reliance on the use of restraint and seclusion, and the proper application of these emergency procedures. Mr. Bullard has provided consultation, expert report writing, and testimony for public and private agencies.
Program Development

We offer consultations to support agencies’ cultural shifts towards becoming diverse and culturally/linguistically competent organizations.
- Human Trafficking Prevention
We are committed to fighting all forms of human trafficking by providing free workshops and offering consultations. We provide free workshops in coordination with other national organizations committed to eliminating human trafficking, to increase the awareness of parents, providers, children and youth, and the general public. We provide consultations (with the active participation of survivors) for the development and implementation of a coordinated state plan for addressing human trafficking, including program design and development, treatment strategies, identifying services and benefits, identifying gaps in services, identifying human trafficking victims, developing non-traditional human trafficking partners, and meeting facilitation.
- Restraint & Seclusion Reduction
Our consultants are highly experienced within the area of promising practices for restraint and seclusion reduction. We have experience identifying critical data elements, collecting, and analyzing data, and developing policies, procedures, and practices to reduce and eventually eliminate the use of these emergency procedures. Our consultants have worked with numerous child welfare, mental health, juvenile justice, and educational agencies to reduce their use of restraint and seclusion. Our consultants have developed and published a variety of articles, books and tools designed to reduce agencies dependency on the use of emergency procedures. We will work with your board, executive leadership, and staff to design an approach to reduce your agency’s reliance on emergency physical intervention.
