Donna Bownes

Donna Bownes is a behavioral science professional with over 30 years of experience working with all age groups in a variety of rural, suburban and urban settings. Ms. Bownes has worked in the nonprofit, corporate, state, and federal sectors providing facilitation needs assessment, strategic planning, program design, development, evaluation, community mobilization, and training and technical assistance services. She has worked in the juvenile and criminal justice, victim services, substance abuse, education, behavioral health and science, human service, and organizational development fields. Ms. Bownes routinely uses evidence-based practices to develop culturally appropriate community-specific programs based on data, needs, and resources. Program development accomplishments include, but are not limited to, drug courts, state- and community-specific model juvenile justice and delinquency prevention programs, national substance abuse prevention and treatment programs, under-served populations assessment and programming, child abuse and neglect, and family preservation programming.

Ms. Bownes has worked as an independent consultant after leaving federal service with the U.S. Department of Justice, Office of Justice Programs in 2000. Prior to that she worked for the corporate sector managing a national clearinghouse and training and technical assistance contract, for the state and nonprofit sectors developing and implementing programs, and providing direct services in secure, nonsecure, and residential settings.

Ms. Bownes possesses a B.A. in Behavioral Science from Metropolitan State College, Denver, CO, and a M.S. in Applied Behavioral Science from Johns Hopkins University, Baltimore, MD.
